Not every TikTok is a video. Photo mode posts are a sequence of still images played to a soundtrack, and each image is stored as its own file rather than as frames of a clip. Photo mode is a different object, not a video
When TikTok added photo mode it did not implement it as a video with still frames. A photo post is a list of independent image objects plus a separate audio track, assembled by the player at view time. The transitions, the Ken Burns drift, the timing of each slide — all of that is playback behaviour rendered live by the app, not something encoded into a deliverable file. This is why there is no single "the video" to download from a slideshow.
The first-slide problem
Because the post's cover is the first image, a tool that resolves one media object per post succeeds immediately and returns a single file, apparently having worked. Users then reasonably conclude the other eleven images are unavailable. They are not — they simply require walking the post's children rather than stopping at the first.
Resolution is better than video mode
Stills escape the video encoder entirely, which is genuinely good news: TikTok's aggressive re-encoding is the main quality limiter on its video, and photo posts avoid it. Images are stored as JPEGs at dimensions considerably more useful than a frame grab from a clip would be, which is why photo mode became popular with illustrators and photographers who found video compression destroyed their work.
Audio is attached, not embedded
The soundtrack on a photo post is a separate object referenced by the post. It is not inside any image, so downloading the images yields no sound, and that is correct rather than a fault. If the audio matters it is fetched as its own file.
Text and stickers behave inconsistently
Text typed onto a photo before posting is rendered into the image and travels with it. Interface elements drawn by the app at view time — the progress dots, the handle, the caption — are not part of any file.
Illustrators use this format heavily
Photo mode is where a lot of TikTok's art, design and photography lives, precisely because it preserves quality. That makes it the part of the platform where re-posting someone's work without credit does the most direct harm.
